Letting a Torrevieja flat in 2026: the keys side of it

Registration numbers, community approval and saturated zones changed short lets in Torrevieja. What the new rules mean for access, locks and handovers.

Short letting in Torrevieja has changed more in two years than in the previous ten, and most of the change is about who is entitled to be in a property rather than how it is furnished. That has knock-on effects on access, which is the part this page is actually about.

None of what follows is legal advice. Before you let anything, check your own position with a gestor or a lawyer: the rules move, and the municipal side of them moves fastest.

What changed

A registration number for every short let. Since 2025, under the single registry created by Royal Decree 1312/2024, a property let for short stays needs a rental registration number and an entry in the single digital window. Platforms are obliged to check it before publishing a listing.

The community can have a say. Since 3 April 2025, following the reform of the Horizontal Property Law by Organic Law 1/2025, a community of owners can be required to approve new tourist lets in the building.

Saturated zones. Torrevieja town council has defined areas where new licences are restricted — the urban centre and the seafront promenade — with new permissions granted only where the building already holds other registered tourist accommodation. The council has also asked the regional government to delegate inspection and penalty powers so it can act on unregistered lets directly.

Why this reaches as far as the locks

Because the two sides of it — the community and the access arrangement — meet at the communal door.

An owner who lets a flat in a block deals with two doors: the street door belonging to everybody, and the flat door belonging to them. The first has always been the awkward one, and the new framework makes it more so. Communities that have voted on tourist lets tend to become much more interested in who holds keys to the entrance, who fits boxes to the railings and who props the door open on changeover day.

Three practical consequences:

Fit boxes where you are entitled to fit them. A key safe screwed to a communal wall, railing or post is on somebody else’s property. Some communities do not mind at all; others have voted specifically against it. Ask before you drill, because a box removed by the administrator in July is a problem with no good solution.

Do not hand out communal keys casually. A key to the street door opens the whole building, including the garage and the bin store. Communities are within their rights to object to it circulating among short-stay guests, and after a problem they will.

Keep your own door yours. Whatever you agree about the building, the cylinder on your own door is yours to change whenever a set has gone missing. That is the lock that actually protects the flat.

What good access looks like

The aim is a system where nobody has to be physically present to let a guest in, and where a lost set does not compromise the property.

  • One cylinder that is quick to change. It is worth choosing a cylinder that a locksmith can replace like for like at short notice, rather than a rare model that has to be ordered.
  • A box in a sheltered position. Salt air, sand and direct sun shorten the life of a key safe badly here. Somewhere out of the spray, and out of the afternoon sun, doubles it.
  • Access instructions written for a stranger. Urbanisation, block, which stairs, ground floor or the unit above, which door the code opens. Guests arriving at midnight from Alicante airport do not know what you know.
  • Somebody local who can act. A manager, a cleaner or a neighbour who can attend, and who you can authorise by message when you are in another country.

And when it goes wrong at eleven at night

It usually goes wrong in one of three ways: the box will not open, the code was written down wrong, or a guest took the keys home in a pocket. All three are solvable, and none needs you to fly back.

What matters is that whoever attends can be authorised by you, over the phone or by message, and that the guests can show their booking. With those two things, the door can be opened and the question of what to change can wait until the morning, which is when decisions like that should be made anyway.
